UNFPA Office in Lao PDR is looking for a consultant to provide an in-depth analysis on stock availability survey (SAS).

Duration of the work:                    From beginning of May to June 2019 (20 working days)

Place of work:                                 Vientiane capital and field work in some provinces in Lao PDR

 

Scope of work:

 

The consultant is expected to support the Country Office to:

  • Review  existing  reports  and  analyze  the  results  of  previous  Stock  Availability  Surveys  to  identify  key  questions/areas  for further analysis in consultation with MoH and UNFPA
  • Develop a detailed plan for the in-depth analysis indicating key activities, and setting critical milestones in the process
  • Design and develop tools for in-depth analysis based on Stock Availability survey results to gain insight into reasons behind frequent stock out of RH commodities and find ways to address issues in consultation with MOH and UNFPA
  • Provide technical assistance and guidance to the overall process of the qualitative analysis which may include additional survey in consulting with MOH and UNFPA
  • Carry out the data analysis and prepare the final report on the in-depth analysis focusing on identification of reasons behind stock-outs and make key recommendations to address issues highlighted
  • Present the findings to the stakeholders and incorporate comments into the final report

Deliverables:

  • Methodology and survey tools including inception Report for the exercise (outline of detailed plan and methodology) on 7 May 2019
  • Presentation of the main findings to share with stakeholders in country on 24 May 2019
  • Final in-depth analysis report 29 May 2019

Qualifications and Experience:

 

  • Advance degree in Public Health Management, Health System Management, Sexual Reproductive Health, Population and/or related social science field
  • Demonstrated capacity for conducting formative research is required
  • Ten years professional experience in the field of SRH, development and/or population activities
  • Experience with medical and/or reproductive health commodities and equipment Logistical Management Information Systems
  • Experience in research and research methodologies in reproductive health areas
  • Knowledge of Integrated Logistics Systems in developing countries
  • Knowledge of Health Policies in Laos as well as health situation including family planning
  • Excellent communication and report writing skills in English
  • Previous experience with similar exercises will be considered an advantage.
  • Fluency in English is required, especially in writing
  • Working knowledge of Lao, however, if necessary consultant should procure an interpreter
