UNFPA Office in Lao PDR is looking for a National/International Consultant for development communications strategy to support achievement of RMNCH goals in Lao PDR.
 
Duration of the work:                       From mid September to mid December 2019
Place of work:                                     Vientiane capital and field work in some provinces in Lao PDR
Scope of work:
The consultant is expected to support the Country Office to:
1.      Conduct pre-consultation meetings, phone discussions, and written agreements on objectives and deliverables.
2.      Provide a desk review of available information. This should include assessing the current plan and “strategy” documents under which CCEH currently operates; Research, collect, and review information (as guided by existing Concept Note) – according to discussions with CCEH and partners
3.      Assemble and provide a brief description and analysis of CCEH stated mandates under MoH
4.      Assemble information related to CCEH capacity. Conduct a brief “summary-style” capacity assessment of CCEH in its current operations
5.      Assemble information related to projects currently and/or forecast to be coordinated under CCEH’s leadership
6.      Provide a comparative analysis of current capacity versus responsibilities represented by various Government and partner strategies (current and future)
7.      Facilitate discussions and agreements that ‘set the stage’ for Strategy Development. This should include identifying lessons, barriers and facilitators to aligning work with national objectives; identifying and incorporating lessons learned with an aim to inform further development communication efforts via CCEH; Analyzing how CCEH’s work contributes to each of the MOH’s 10 key indicators, etc.
8.      Write, edit, prepare and submit (in annexes – templates and similar proposed formats) information comprising the strategy and design in draft format.
9.      Prepare for, schedule, coordinate, and provide lead facilitation of draft strategy review among Government and international development partners.
10.    Incorporate agreed additions, deletions, edits, etc. Submit revised draft for formal review
 
Deliverables and how work will be delivered:
  • Inception reports (Strategy outline of detailed plan and methodology)
  • Draft strategy 
  • Final Communication Strategy & mission report
Qualifications and Experience:
  • Advanced university degree in communication, public relation, public health, social science or related field
  • A minimum of Ten years of experiences in communication strategy development in relating to the
  • Sound understanding of Social and Behaviour Change Communication (previous work experiences in Laos would be an advantage)
  • Excellent writing and speaking skills in English, and ability to interact with the government and key stakeholders (ability to read and speak Lao would be an advantage)
  • Fluency in English is required, especially in writing
  • Working knowledge of Lao, however, if necessary consultant should procure an interpreter
